
Spirit of Shankly Lead National Push to Stand Up for Football’s Community
Spirit of Shankly have submitted a motion to the Football Supporters’ Association’s 2025 Annual General Meeting, calling for the protection of football’s community foundations to be recognised as a key campaign priority.
The motion, titled Defending Football’s Community Foundations, builds on the success of the FSA’s ongoing Stop Exploiting Loyalty campaign by proposing a fourth pillar alongside ticket pricing, concessions, and supporter engagement — focused on defending the matchday culture that gives the game its identity.
This isn’t the first time SoS have taken the lead. At the 2024 AGM, we proposed the motion Co-ordinated Action on the Cost of Football Tickets — the starting point for what would become the Stop Exploiting Loyalty campaign . That work has since led to meaningful national action across all Premier League grounds and put supporter concerns at the forefront of the agenda.
We asked our members if they wanted us to campaign for lower ticket prices — 92% said yes. That’s the mandate we’ve acted on.
As FSA chair Tom Greatrex put it: “Seven top-flight clubs have announced price freezes and we don’t believe that would have happened without fan protests.”
Now, we’re building on that momentum — and the message is clear: it’s not just prices that are rising, it’s pressure on the supporter culture that makes football what it is.
Proposed by SoS, this year’s motion has been seconded by 24 supporter groups from across the football pyramid — showing the strength of feeling across the game. These include:

The unity across fan groups has been vital — and powerful. This kind of collaboration is a growing force in the game and shows what’s possible when supporters work together.
The motion highlights how rising prices, commercial pressures, and shifting priorities are threatening the supporter culture that has been built over generations. It makes the case that football’s value — both emotional and commercial — is powered by its communities, and that protecting those communities must be a core part of the game’s future.
The FSA’s Annual General Meeting will take place in Manchester on Saturday 14th June. If the motion is passed, it will become official FSA policy — and a key part of their national campaigning strategy.
